Labor Ministry sanctions

What is important to know about financial sanctions and how they can be reduced or eliminated?

At the end of a salary audit, the decision-maker at the Labor Ministry can choose between three options: a financial fine, an administrative warning, or closing the case. Understanding the differences between them and responding at the right time can make a difference of hundreds of thousands of shekels.

Option 1 – Imposing a financial sanction:

When significant violations are found, the employer may receive a financial fine. The amount of the fine is determined by the severity of the violation: Level 1 – 5,680 NIS per violation per month Level 2 – 22,730 NIS per violation per month Level 3 – 39,770 NIS per violation per month
For example: Failure to pay pensions to 4 employees for 3 months could result in a fine of approximately NIS 477,240. In such cases, the response time to reduce the fine is limited - it is important to act immediately.

Option 2 – Administrative Alert:

In some cases, a warning will be given instead of a fine. But it is important to know - an administrative warning that is not handled properly may become a double fine in the next audit.

Option 3 – Closing the case without findings:

Rare, but it does exist. Even in such a case, it is important to continue self-monitoring, because not all aspects have always been examined in depth.

Important recommendations for every employer: • Don't wait for an audit – conduct a proactive audit with the help of a qualified wage inspector • Take every administrative warning seriously – it's an opportunity to make timely corrections • Cultivate a fair and transparent work environment – it's your best protection • Ensure full compliance with expansion orders and labor laws

How to reduce or eliminate a fine: A certified payroll examiner can assist in reviewing the report, correcting violations, and submitting documents that prove compliance with the requirements. In many cases, the amount can be significantly reduced or the fine can be eliminated completely.

If you have received a warning or a fine – don't wait. The time to work on reduction is limited, and every day that passes may cost money.
